Short answer. Telegram can only send messages to mutual contacts from an account that Telegram's moderators have limited after spam reports. The app shows "Sorry, you can only send messages to mutual contacts at the moment." A limited account can still write to people who saved its number and reply to anyone who writes first. Telegram says a first limit lasts "a few days or so" and cannot be ended early.
The sentence reads like a setting, and it is a moderation outcome. That mismatch explains why one error produces searches as different as telegram only mutual contacts, telegram can't send messages to non contacts and you can send message to mutual contact telegram: people look for a switch on the sender's side, and there is none.
Three other restrictions get mistaken for this one, and each of them is set by the person being written to. This guide separates the four, quotes Telegram's wording for each, and says where Telegram publishes nothing. Whether the reports behind a limit can be manufactured is a separate question, taken up in the guide to whether a Telegram mass report bot works. Figures below follow the editorial standard for these guides: a Telegram source, or no number.
Why Telegram says you can only send messages to mutual contacts
Telegram says you can only send messages to mutual contacts when its anti-spam moderation has limited the sending account. Recipients pressed Report spam, moderators reviewed the messages, and the account lost the ability to open conversations with strangers. The wording is the same in every official app: "Sorry, you can only send messages to mutual contacts at the moment."
"When users press the 'Report spam' button in a chat, they forward these messages to our team of moderators for review. If the moderators decide that the messages deserved this, the account becomes limited temporarily."Telegram, Spam FAQ, telegram.org/faq_spam
Telegram's translation platform lists that sentence as a single 67-character string shared by the Android, iOS, Desktop and macOS apps and filed under private chats. A sibling string covers groups: "Sorry, you can only add mutual contacts to groups at the moment." Both strings belong to the same anti-spam limit, so a restricted account can meet either one.
The plainest official summary sits on Telegram's bug tracker, in a card dated 13 August 2020 and titled "Can't send messages to non-contacts or public groups?". Its text: "While limited, you can always message your mutual contacts and reply to anyone who messages you first. But you can't start a chat with people who do not have your number in their device contacts – and in some cases you won't be able to send messages to public groups." The search telegram cannot send messages to non contacts is that card's title with the hyphen dropped.
What are mutual contacts in Telegram?
Mutual contacts in Telegram are two accounts that each have the other's phone number saved. Saving in one direction is not enough. If you saved a customer's number and the customer never saved yours, the customer is your contact and you are a stranger to the customer. The limit reads the recipient's address book, which the sender cannot edit.
Telegram's API keeps the two states in separate fields. Every user object carries a contact flag, described as "Whether this user is a contact", and a second mutual_contact flag, "Whether this user is a mutual contact". The mutual contacts Telegram counts are the second set only. The spam FAQ states the same test from the receiving end: "Limited accounts can send messages to people who have their number saved as a contact."
One practical consequence follows. Saving a number does nothing for a limited account; being saved does. It is also why the query telegram send message to mutual contacts describes something that never fails during a limit, and why there is no trick to how to send message to mutual contact on Telegram: open the chat and write.
Four limits that look like one
Four different restrictions stop a Telegram message reaching a non-contact, and only one of them is the mutual-contacts limit. The other three are choices made by the recipient: an inbox open to contacts and Premium users only, a price per message in Telegram Stars, or a block. Each has its own entry in Telegram's API error documentation, and each is lifted by a different party.
| Cause | Set by | Telegram's wording | What lifts it |
|---|---|---|---|
| Anti-spam limit on the sender | Telegram's moderators, after reports | "you can only send messages to mutual contacts at the moment" | Time, or an appeal to @SpamBot where the limit was applied in error |
| Inbox closed to strangers | The recipient | 406 PRIVACY_PREMIUM_REQUIRED: "You need a Telegram Premium subscription to send a message to this user." | The recipient saves you, an existing chat, or Premium on the sender's account |
| Paid messages | The recipient | 403 ALLOW_PAYMENT_REQUIRED_%d: "This peer charges %d Telegram Stars per message" | Paying the Stars, or being in the recipient's contact list |
| Block | The recipient | 403 USER_IS_BLOCKED: "You were blocked by this user." | The recipient only |
The quickest test is a message to someone whose inbox is certainly open, such as a colleague who has never saved your number. If that message also returns the mutual-contacts sentence, the limit sits on your account. If one person is unreachable and everyone else is fine, the cause is on that person's side and waiting changes nothing. Telegram's bug tracker points limited users to @SpamBot "to learn why this might happen, or to report incorrectly applied limitations".
None of the four is a rate limit. A FLOOD_WAIT_X error, which Telegram's error reference glosses as "A wait of X seconds is required", comes from calling a method too often and clears on a timer. Flood wait and Telegram's other sending limits are a separate mechanism with separate remedies.
What works while Telegram can only send messages to mutual contacts
While Telegram can only send messages to mutual contacts from your account, two things keep working: writing to people who saved your number, and replying to anyone who messages you first. Telegram's spam FAQ answers the worried question "So I can't send messages anymore?" with "No, it's not that bad", then adds: "You can also always reply to anyone who messages you first."
Inbound is the half people overlook. A customer who opens the chat from a link on a website has written first, so the reply goes through during a limit. An auto reply on a business account rests on the same rule, since it only ever answers an incoming message, and so does a bot built to answer inbound chats.
Changing how the message is composed does not help. The limit is applied to the account, so from a limited account Telegram cannot send messages to non-contacts by forwarding, by a prefilled draft link or by a delayed send. Scheduling Telegram messages moves the delivery time and leaves the list of permitted recipients where it was.
How to send messages to non mutual contacts on Telegram while limited
There is no supported way to do it from the limited account: the spam FAQ lists who a limited account can write to, and strangers are not on the list. What remains is asking the other person, through another channel, to save your number or to write first. Either action moves that one conversation outside the limit. Nothing moves a list.
How long the limit lasts, and what @SpamBot does
Telegram publishes one duration and it is approximate. A first limit on an account that is "not an industrial scale spammer" will "most likely" last "a few days or so". Repeat limits run longer, with no figure given. A request for early release gets a one-line answer in the spam FAQ: "We're sorry, but this is impossible."
| Question | Telegram's answer |
|---|---|
| First limit | "a few days or so" |
| Repeat limits | "longer periods of being blocked", no figure |
| Worst case | "you may lose the ability to do so forever" |
| Early release | "this is impossible" |
| Reports needed to trigger a limit | Not published |
| Safe number of messages per day | Not published |
How @SpamBot decides an appeal | Not published |
@SpamBot is the appeal route for one case, a limit applied in error: "If you are sure that the limit was wrongfully applied to your account, please contact our @SpamBot." Telegram also concedes that a new account can be limited before it sends anything, because "some numbers may trigger an overly harsh response from our system, either due to their previous owners' activities or due to them being certain virtual/VOIP numbers."
Three vendor pages returned for bulk-sending searches around this error in October 2026 state three different "safe" daily volumes for messaging strangers: 10 to 15, 15, and 50. Telegram's spam FAQ contains no daily figure. Its test is whether "the receivers find it unwelcome".Sendhaus review of the search results, October 2026; Telegram, Spam FAQ
The same gap runs through what Telegram documents about mass DM. Reports drive the limit, and a report needs only one annoyed recipient, which is why volume tuning does not reliably prevent it.
How to message non contacts on Telegram
To message non contacts on Telegram from an unrestricted account you need one of three things: the person's username, a t.me link to their profile, or a group you both belong to. A saved phone number is not required. Telegram's FAQ: "Another way of contacting people is to type their Telegram username into the search field – you don't need to know their phone number to do this."
How to message someone on Telegram without adding them
Type the username into the search field, open the profile and write. No contact is created on either side. Telegram's FAQ confirms what each party sees: "Neither party will see another's phone number (unless this is permitted by your privacy settings)." That sentence is the whole of how to send message on Telegram without number details changing hands.
How to send message on Telegram without saving number first
Where a phone number is all you hold, a link does the work the address book would have done. Telegram documents the format as t.me/+<phone_number> in international form, with an optional ?text= parameter that pre-fills a draft. Opening the link opens the chat, and nothing is written to your contacts.
Telegram send message by phone number: where the link stops
The phone-number link depends on the recipient's privacy. Telegram's FAQ says such a link "will only work if your privacy settings let others find you by your phone number", and the API method behind it resolves a number only "if their privacy settings allow it". Telegram documents that method with a client-side ceiling of "at most 1 call every 3 seconds", a pace set for a person looking up one number.
| Route | Format | Depends on |
|---|---|---|
| Username search | Search field in the chat list | The person having set a public username |
| Username link | t.me/<username> | The same; the link can be opened from any app |
| Phone-number link | t.me/+<phone_number> | The recipient allowing others to find them by number |
| Temporary profile link | t.me/contact/<token> | The profile owner generating it; it expires |
| Shared group | Member list, then the profile | Both accounts being members |
Lists of numbers or usernames are a different activity from any of these. Telegram's spam FAQ is blunt that "username search is not a tool for making new friends", and the account of how a Telegram scraper builds member lists shows why a harvested list generates the reports that cause the limit in the first place.
Can you make Telegram block non contacts?
Yes, on the receiving side. An account can refuse first messages from strangers with a privacy option labelled "My Contacts and Premium users" in the Android app and "Contacts & Premium" on Desktop. With that option on, Telegram's API documentation says "only users that have a premium account, are in our contact list, or already have a private chat with them can write to them in private".
A stricter option puts a price on the inbox. An account can require Telegram Stars for every incoming message, and the documented exemptions are short: "Users that are in our contact list" and "Users that we have messaged first", plus anyone exempted by hand. Telegram's documentation ties switching on paid private messages to a Premium subscription.
Senders need to know these two options exist because the refusal they produce is easy to misread as a limit on the sender. A support desk built on Telegram for Business features meets it whenever staff try to open a chat with a customer whose inbox is closed. The customer has to write first.
Groups without contacts: adding and creating
A Telegram group can be filled without one saved contact, because membership can run through an invite link in place of the address book. Telegram's FAQ gives both routes: "You can add your contacts, or using search by username", and "Anyone who has Telegram installed will be able to join your group by following this link." Direct adding is the route that privacy settings and limits can refuse.
How to add non contacts to Telegram group chats
Search the person's username from the group's Add Member screen and select them. Two refusals are documented. USER_PRIVACY_RESTRICTED means "The user's privacy settings do not allow you to do this." USER_NOT_MUTUAL_CONTACT means "The provided user is not a mutual contact", the group-side twin of the direct-message limit. For the privacy case Telegram's API describes the fallback itself: "we can create and directly share an invite link with them using a normal message, instead."
Adding in bulk is where this becomes a reportable act. The spam FAQ extends the stranger rule to "adding people to unwanted groups and channels", and the tools sold as invite member bots run on user accounts that meet exactly these two errors. The guide to what a Telegram member add bot can call lists the methods involved.
How to create a Telegram group without adding contacts
Create the group, then share its link. Telegram's API documentation states that "newly created groups, supergroups and channel already have a default invite link", and the FAQ gives the path in the app: Group Info > Add Member > Invite to Group via Link. Whether the member picker lets you continue with nobody selected depends on the client version, and Telegram's documentation does not say; where a client insists, one trusted contact is enough to finish. The shorter search, how to create telegram group without adding contacts, has the same answer.
406 USER_RESTRICTED on group creation with the description "You're spamreported, you can't create channels or chats."
Is a Telegram account without number possible?
A Telegram account without number of any kind does not exist; an account without a SIM card does. Since December 2022 Telegram has accepted anonymous numbers bought on the Fragment platform, announced in these words: "You can have a Telegram account without a SIM card and log in using blockchain-powered anonymous numbers available on the Fragment platform." Every other sign-up still verifies a phone number.
That is the accurate reply to how create telegram account without number: the number can be anonymous, and it cannot be absent. Telegram publishes no price for Fragment numbers, which are sold on a marketplace. On the question underneath, can you message someone on Telegram without number exposure, the default already says yes. Telegram's FAQ: "By default, your number is only visible to people who you've added to your address book as contacts."
Guides on how to create multiple Telegram accounts without number verification describe something Telegram's FAQ rules out in one line: "Each phone number is a separate account on Telegram." The official apps hold several logins, "up to three accounts with different phone numbers" when the feature shipped in December 2017, and each login needs its own number. Disposable numbers carry the risk the spam FAQ already names, a limit triggered by "previous owners' activities".
Telegram can only send to mutual contacts: what that means for outreach
For a business, the day Telegram can only send to mutual contacts is the platform stating its design: private messages are for people who expect them. Reaching an audience runs through a bot or a channel that people join themselves. Telegram publishes real capacity for that route, "about 30 messages per second" for bulk notifications in its Bots FAQ, and nobody on the list is a stranger.
"Bots can't start conversations with users. A user must either add them to a group or send them a message first."Telegram, Bot Platform introduction, core.telegram.org/bots
The bot rule and the limited-account rule are one rule seen twice: the recipient moves first. A person who taps a t.me/bot_username link and presses Start has moved, and from then on sending bulk messages on Telegram is a queueing job with published rates. That opt-in route is what a broadcast and bulk messaging service builds, and it is the only sending that Sendhaus's Telegram messaging work covers. The opposite route, pushing the same pitch into other people's groups, is described in what a Telegram shill bot runs on.
Getting people to the Start button is acquisition, and it has a paid route with documented prices. The published Telegram Ads cost figures begin from a floor Telegram states itself, and what a Telegram ads agency is selling is worth reading before an account is handed over. Both belong to a wider Telegram growth and marketing plan in which direct messages are the reply channel and never the opener.
When the opt-in route does not fit
The opt-in route has limits of its own. A phone list cannot be imported into a bot, nobody is reachable who has not pressed Start or joined, and acquisition takes weeks before a broadcast is worth sending. A business that has to reach forty named people this afternoon is better served by a phone call or an email than by any Telegram method.
Frequently asked questions
Why can Telegram only send messages to mutual contacts from my account?
Because Telegram's moderators limited the account after recipients reported its messages as spam. Telegram's spam FAQ says that when users press Report spam the messages go to moderators for review, and if the moderators decide the messages deserved it the account becomes limited temporarily. A limited account can still message people who saved its number and reply to anyone who writes first.
How long does the Telegram mutual contacts limit last?
Telegram publishes one approximate duration. Its spam FAQ says a first limit on an account that is not an industrial scale spammer will most likely last a few days or so, that repeated offences bring longer periods, and that continued unwanted messages to strangers can remove the ability permanently. Telegram states that ending a limit early is impossible.
What makes Telegram only send to mutual contacts when I never messaged strangers?
Telegram's spam FAQ concedes that some phone numbers trigger an overly harsh response from its system, either because of the previous owner's activity or because the number is a virtual or VOIP number. A new account can therefore be limited before it sends anything. Telegram's stated remedy is to contact @SpamBot and explain the situation; it publishes no criteria for how those appeals are decided.
Can I message someone on Telegram who is not in my contacts?
Yes, from an unrestricted account. Telegram's FAQ says you can type a person's username into the search field without knowing their phone number, and a t.me link to their username opens the chat directly. A phone-number link in the form t.me/+number also works, but only if the recipient's privacy settings let others find them by number. A recipient can still close their inbox to non-contacts.
Can a Telegram bot message people who are not contacts?
No. Telegram's Bot Platform introduction states that bots can't start conversations with users, and that a user must either add the bot to a group or send it a message first. A bot can only write to people who pressed Start or otherwise contacted it, which is why opt-in broadcast needs a subscriber base and cannot use a list of phone numbers or usernames.
